The clue mentioned the Japanese constitution is from 1947. That's two years after Japan lost WWII, a war in which Japan was an aggressor. As a result of the post-war constitution, Japan is prohibited from having anything other than a defensive military force, a fact I've seen mentioned in the news media from time to time.

With the occasional exception, "casino" will point toward Las Vegas, and the MGM Grand is a pretty prominent one there. Las Vegas is in Clark County, Nevada. So, yeah, YEKIOYD, but hopefully now you will know it.

The "Hawley-Smoot Rule" is a bit of a forum running gag. I've mentioned that the more fun a name is to say, the more likely I am to remember it. I use THE HAWLEY-SMOOT TARIFF as an example, due to it being so prominent in Dave Barry Slept Here. So funny words like "gerrymander" or "Leon Czolgosz" or "Mark Zuckerberg" or "Hoda Kotb" or "Ratatouille" tend to stick in my head far more commonly than "Adam Smith" or "Howard Carter" or "Henry Hudson".
