Horrible clues extend to the calendar too:

Final, Americana
An 1890 Act of Congress says these can be redesigned no more than once every twenty-five years.

Yeah, no. I don't know when that clue was written, but even excluding this century's designs I can come up with a solid counter example WELL before that clue would've been a glint in a writer's eye:

$1 Eisenhower , introduced 1971 (since you have to be dead for it, I actually guessed in the mid 1960s) followed by the $1 Susan B Anthony, 1979.
(It can be done even without relying on those 1976 commemorative reverses.)
The 1890 Act actually states that if one's been using the same design for 25 years (i.e., stale) it can be redesigned without an act of Congress.
Congress can still decide to redesign them whenever they darn well choose.

Quite frustrating to be able to legitimately rule out the 'correct' answer.
The best thing that Neil Armstrong ever did, was to let us all imagine we were him.

Exactly, Congress can still decide to redesign them whenever. But that throws a big wrench into the clue's rigid wording of "no redesign more than once every 25 years."

Originally, it's the bell, but has colloquially been assigned to the other two. Specifically, I was attempting to slow the tide of pedantry. Shows how well that works here!
