For FJ the Spanish language and Roosevelt at first had me thinking that the highway was a New Deal project in California, but then I remembered the Teddy Roosevelt connection to the canal, which of course explained why the clue included Spanish.

For FJ I had a coin flip between Teddy Roosevelt and Reagan and went with Roosevelt as he was known for enhancing the navy and had the big stick quote.

There was a lot of questionable babbling of secret plans this season. No one could keep their mouth shut and at the same time the plotters didn't need to tell nearly everyone of secret plans.
