It looks to me that all those decimals are leftovers from an Excel scoring formula that Lieph forgot to cut out. I don't think they're actually part of the scores.

The real problem is that the airlines double sell the space. Either don't allow the seats to recline or give enough space that it doesn't matter. If nothing else, I think this discussion has proven that the smith's use of the word "controversial" was accurate, though.
