I knew only three of the vice presidents from the 1920s.

Olivia Jade Giannulli (better known as "Lori Loughlin's daughter") also apparently flew too high on borrowed wings.

I wonder if we would have Jeopardy if not for the 21 scandal?

Given that the inspiration was the "let's give 'em the answers" reverse-format conceit and that in turn was inspired by the scandal, the answer is quite plainly no.

I remember watching Van Doren's amazing performance on 21 with my family, on our old black-and-white TV. We were mesmerized. Like much of America, we were rooting for this handsome, personable guy to win big. When the truth was revealed, it was like a betrayal by a friend.

100% would not.

For one, the scandals had a butterfly effect on game shows in the future, so it would be impossible to know how the history of game shows and quiz shows more specifically would have proceeded without them, especially in format. After the scandals, quiz shows didn't air for several years. Jeopardy! was the first quiz show green lit after that absence.

And Jeopardy!'s central idea was directly a result of the scandals. Merv was worried viewers would no longer believe what they were seeing, so that's when his wife came up with the twist in giving the answer to the contestant first.

Edit: As Robert K S already put.
