We know that DD’s are not randomly assigned, rather hand picked by a human. The reason Watson always chose 1,4 was because he was programmed with the DD heat map. The heat map proves it’s not random.

From reading various Jeopardy book it seems that entire categories containing 6 clues are written well in advance. Then 5 of the 6 are chosen for the game and assigned a row. Only after the 6 category game board has been assembled does a human decide where the DD’s will be placed.

Therefore DD clues are not written any differently. A human may decide to place DD on a certain clue due to how it’s constructed however. And once again, in my opinion, the reason DD’s might be slightly easier than other clues is because a contestant has that clue all to themselves and significantly more time to answer.
