Got it.
Spoiler
Adult. Notice = AD; Post-inaugural cult = ULT (everything but the "inaugural" letter)
Adults are qualified to vote.
The "in a way" part is unnecessary, and at first I thought the answer would start with an S and end in a T, because "way" often means "street = ST

Nice. I just got it, too! Figured we were going for "qualified to vote, in a way" but the rest stumped me. Then wrote "ad" and "see" for notice. Got to "adult" then worked backwards to make sure it fit. I guess "in a way" means that all eligible voters are adults but not all adults can vote

Re: Cryptic Crosswords
My pick a thread coin landed here.
The Tuesday, Feb. 6th NYT crossword puzzle had a cross of:
53A: From the beginning: Lat (6)
46D: Words and phrases that sound approximately alike, like "ice scream" and "I scream" (7)
If a writer(s) do the puzzle then I could see some clues coming from it as the Archive shows no hits for either answer.
Certainly the writers like those categories.

This isn't really a hint but what I did was solve all of the four letter and seven letter words first. The reason is that there are fewer of them and they only intersect in certain ways...
