Does "covered by" mean literally covered (as in the country lies entirely within the desert) or "touched by?"

"Touched by" is the right way to think about it. That's how I first wrote the question

The phrasing I found most commonly used online is “covered by” or “covers”. “Touched by” sounds way too precious

I guess i never noticed that if you are eliminated from the game, your responses still count for other people's points on future questions. I assumed that after elimination it was like the player no longer existed. Too lazy to see whether that would have helped/hurt me. :-)
