No luck for me. My method was to use Google images and look for a match. My search terms were towers of the world, memorial towers, and observation towers. The closest I could find were the Flight 93 Memorial and the Battleship Yamato Memorial.
For the source of your picture is is possible to get a nationality hint from the people seen? Good luck if it comes from some futuristic sci-fi TV show or movie and tower is fictional.

If it's an actually existing structure and not sci-fi, based on it being so distinctive yet unfamiliar to Western eyes and Google's AI, it's likely in some little-known burgeoning metropolis in Asia, like in a former Soviet republic or perhaps in China. On a hunch I used Google Maps to scan Pyongyang. No luck. My guess is sci-fi, though.

Google Maps doesn't have a 3-D model of this structure but if you position yourself just right you can get a fairly good perspective view.

A week ago, I told Google Maps that the Hong Kong–Zhuhai–Macau Bridge had opened. They still haven't added it. (You can see it under construction on the satellite view, but it's not on their maps.) Thanks. I saw a 10-second clip of it on Frontline earlier this week and the audio put it in either Myanmar or the Philippines. My web search for "tower Manila" and "tower Rangoon" did no good.

Not to quibble but Isengard isn't the country either. It's a region in Calenardhon, which in turn was a part of greater Gondor until the steward Cirion gave it to Eorl and it became known as Rohan.
